Well, Barrett's
esophagus is necessarily a condition of the lower esophageal part and not of the throat at all.
Hence let us be very clear that your symptoms are in the throat and that too weird sensation below the Adam's apple, sometimes bothering the breathing.
This looks to be a local problem of the throat.
The LRPD or GERD associated with Barrett's and post-dilatation can cause the problems to enhance a bit.
This in turn can cause pains, spasms, inflammation of the muscles in the neck causing spasms, giving feeling of tightness, tenderness over
thyroid and
cricoid cartilage.
Please discuss this issue with your Doctors and get treated accordingly.

Ranitidine to reduce the acidity as you must have taken a PPI for a long time.
Domperidone to improve esophageal motility.
Antacid particularly when on empty stomach.
Control of stress and anxiety help a lot.
Soft bland small frequent feeds.
Regular review by an ENT and Gastroenterologist.
