Does My Child Require Medical Attention If He Finds It Difficult To Breath?

My 17 month old child has had a history of respiratory concerns and has now had a bad cold with cough for two weeks. He woke this morning with a hard cough and a wheezing sound as he inhaled. He also was having a challenge taking a full breath. He has no fever but is quite con jested. does it require medial attention?
