Voltaren contains diclofenac a category C drug. meaning that well controlled studies in humans demonstrating the effects on babies are not available. Animal studies have not shown adverse effects. However some analgesic drugs are associated with causing cardiac defects like premature closure of a duct in the heart, ductus arteriosus hence their use in late pregnancy is better avoided. So effect in early pregnancy are not very well known. They must be used if use is more beneficial than not using it. Fever in pregnancy or at any time must be investigated. In pregnancy there is a little increase in body temperature due to effect of hormones. Keep a temperature record. Any temperature more than 100 degree needs evaluation.
