Does Severe Cramping With Heavy Bleeding And Depression Require Consultation?

My daughter, who is 18 years old, has severe cramping, heavy bleeding, and depression during her periods. Her cramping is so bad that she balls up in a knot and cries. She goes through super plus tampons within an hour. She is extremely moody and often cries. She is not sexually active. Do I need to take her to a gynecologist?
