Does The Embossed Birth Mark On The Face Be Treated?

Hello doctor, I m Rashmi from banaglore.My son is 15 months old.He got birth mark on his left of his face. 75% is covered with embossed rough skin and also on head, some part,hair is not developed still now. whether the mark go off? some doctors says it will regress but takes time. some doctors suggest for surgery. It seems like haemangoma but not exactly.
