Enlargement Of The Heart With Eye Swelling

Recently, I found out that my uncle has this weird condition where his heart is swollen. Not only that but apparently all the excess blood rushed up to his left eye and now it is so swollen he can't see. I would like to better understand this to help him, but am not sure what to research. Please help. He lives in Vietnam. The only people I can ask are my family members but they don't really know what's going on either... Thanks for all of your advice I'll be researching the links you gave me.
