It seems that she might have juvenile diabetes. ( hours are enough for fasting blood sugar. To confirm the juvenile diabetes go for GTT and blood HbA1 C level. If juvenile diabetes is not there then it can be controlled with strict diet control and exercise.

HI
THANKS FOR CHOOSING HEALTH CARE MAGIC,
based on the values you have given, she is likely to have juvenile diabetes ,more so she can be categorised into maturity onset diabetes of young (MODY)
getting a GTT done will be more useful
a positive GTT confirms that one could become diabetic in coming 5 years in 40 % cases
if not confirmed ,talk to a nutritionist and dietician to give a strict diet
and physical activity is equally important too
so as you mentioned that your daughter attained menarche recently ,see to it that she gets her periods regularly,if there is delay or lag consult a gynaec
because polycystic ovaries which is a pre diabetic condition is likely to occur in people with the values you have mentioned
take proper care that she donot get obese
get her bmi (basal metabolic index) checked on calculators available every where on internet
see to it that her bmi should be less than 25
if she is diagnosed to be diabetic please donot postpone the medication(this may lead t complications ,making situations worse)
hope i answered your query
feel free to contact me for further queries
thank you
