I were your treating doctor for this case off fluttering in the throat and chest , I would come up with these possibilities , these includes.

Bronchoconstriction , diagnosis can be confirmed by physical as well as clinical examination by a physician .
This type of fluttering developed due to some sort of
allergy ( allergens) in the throat ( upper
respiratory tract system).

Post nasal discharge , diagnosis can be confirmed by and E N T expert with the help of physical examination as there develops presence of mucus ( sticky ) inside throat.
In my opinion these all symptoms are due to allergy . Try to avoid mite , dust , pollen , hay , smoking , sudden rise & fall of temperature, tension , as all these are predisposing factor for this type of allergy.
3 May be due to menopausal syndrome , diagnosis can be confirmed by blood examination for
estrogen , androgen , FS H/ LH ratio.
In my opinion first of all consult a physician and get his opinion regarding allergy.
