Have Itching Around Both Elbow With Pimples. Increases With Cold Air. Light Pain. Cure?

I have 'itching' problem around my both elbow (outer side)- I feel it rising with cold air like AC or Cooler. There seems some 'subcutaneous' small pimples kind of things. Feel light pain, internally, aroung the elbows while it is too wet wind but after gap of many days.
I have very dry skin with white flake coming out- more in winter times. My age is 50.

That is dermatitis . It is because of dryness and continuous friction on that site.Try to avoid rubbing that area and apply coconut oil or some emollient daily just after the bath. if still they persist apply moisturex cream and mometasone twice daily for 2 wks.Hope it helps u.
