After reading history, it seems that most probably your sister is having vitiligo. I would like to say few things for vitiligo. Vitiligo is an autoimmune idiopathic depigmentation of the skin. There may be genetic tendency. It is considered as a cosmetic disability. Actually it does not harm except bad look. If she feels well without treatment, avoid the treatment. If she feels embarassing, treatment may be considered. But, the prognosis is unpredictable.
You consulted many dermatologists. You have taken proper treatment. But,You continue with one doctor in a stable way. Have patience for the result.
I hope you got my answer.
Thanks.
