How Can Dryness Of Hair And Dry Flakes Be Treated?

im a male and i dont have any problems with my hair apart from some dryness which can get annoying. I sometimes like to removes the dry flakes with my fingers that tend to form in the area where the hair line meets the forehead. Ofcourse there are some realy light hair on the forehead which are not visible unless you look very closely and my question is regarding that. When I remove the dry flakes or peal them off i can see that a few of those hairs are caught in the flake and removed as well. Or sometimes my actual hair from the head come out and from the root (white bulb is visible). Is this hair lost or will these hairs grow back? Im paranoid.
