How Can Inappropriate Conduct In A Child Be Counseled?

My nephew is 13 and yesterday he asked my niece which is 6 years old to get her pants down and he did the same thing. My niece refused to do it. Is this conduct bad? should we report to the police? take them to counseling or what?

Hi, thanks for asking.
I can understand your concerns.
You can use this as a teachable moment for the both children but separately as the level of talking to then will be different.
For 13 year old you can tell him that this is a private thing and telling someone else to do it is an offence which can lead him to trouble. Answer any questions he asks about it genuinely.
For the six year old you can tell her she did the right thing by refusing and its private thing so she should not remove her pants for anyone and inform the adults.
If the behaviour persists then please take him for counselling.
