How Can Painful Penis Foreskin With Chapping Be Treated?

My boyfriend's penis (foreskin) is very chapped and has cracks on the area. Very painful when he voids and he soaks in a bath everyday. What can he do to heal this, as it has been chapped for about a month.I suggested aloe vera gel to be applied on the area. He has been putting Vitamin E cream on his penis.
