Yes you are considered obese , your ideal weight is 50 kgs, your BMI falls above the normal BMI ie between 23-25
you should start exercising and following a healthy diet and loose weight

At 12 yrs your height of 5'2" is good and the ideal body weight for you is between 50-62 kgs and the obese limit is 75 kgs that is around 150 pounds so if you are 194 you are definitely obese and need to lose weight.You can do exercises like swimming;running skipping;jogging daily to burn out excess weight and do diet control like avoid fatty food;junk food etc.
