I had a small wart (2 cm) removed from the shaft of my penis 10 days ago. I have applied neosporin a couple times a day as instructed by dermatologist. Wound has still not healed although it appears a bit smaller. How long should this healing process normally take?

I think you can stop with the Neosporin now as bacterial resistance to the medication can occur if you use it too long when there's no active infection.
Instead, you can just keep the area clean with a saline (salt water) solution 3 times a day. You can make your own by mixing 1 teaspoon of salt in 2 litres (64 ounces) of boiled, cooled down water and clean the area with a cotton swab or gauze. Just make sure that the area is dry after cleaning it.
The wound will eventually make a scab and then you can stop cleaning it with the saline. The scab will eventually fall off and the granulated tissue will heal on its own. In total, this can take another 10-14 days.
