How Should High Blood Pressure Levels Be Treated?

Hello...my friends husband is 52 yrs old, in shape, but has high blood pressure. He is currently taking bp meds...2x 10mg a day...one in the a.m, one at night. for the last two days his bp has gone up and stayed at 190 over 126! Should he go to the doctor asap or hospital?
