Hello,

As mentioned about the fluid stored bump over the spinal column I would first recommend you on beforehand to get it examined by a neuro surgeon. If the bump found to be superficial it can be drained by a needle under a neuro surgeons guidance. But beforehand an MRI will be taken to rrule out any spinal cord involved. In case if spinal cord is involved than measured will be taken accordingly. Also, may the fluid will be sent for biopsy to rule out any other pathologies associated with it.

Please visit a neuro surgeon to get it assessed, examined and later treated.

Hope I have answered your query. Let me know if I can assist you further.
