How To Give Toilet Training To A Child?

hi, when my 7 year old daughter goes to washroom to pee in public restroom,,,i tell her not to sit on toilet seat because its dirty. i tell her to go early and wipe toilet seat with toilet paper. she always goes late...then when she gets there,,,,she has a hard time pulling her pants down...squatting over toilet to pee...her pee doesnt go straight in toilet because she cannot lower her bum enough. so what to do next....im stuck...i dont know how to tell her what to do next?
