Skin color has nothing to do with the overall potential of an individual. Unfortunately our society is such that people give overemphasis to skin color which is discriminating.
I would say that skin type is genetically determined and at this age and even later in childhood you should not even let him believe in any way that he is in anyways inferior to his or her white sibling just due to his skin color. This might lead to an inferiority complex in his mind thus affecting his potential negatively.
In such a case the most you can do is use a broad spectrum sunscreen throughout the day regularly which will prevent any sun induced tanning.
