How To Stop Abnormal Behavior In A Child?

I have 2 nephews 4 & 6. The 6 year old was caught taking pic of the 4 year olds private area. The boys knows that No one even Mom & Dad is to touch, look at, or take pic of his privates, but he let his older brother. How can I explain to them this is bad. I tried talking to them but the 4 year old thinks it funny.
