How To Strengthen Muscles Weakened With Permanent Paralytic Polio?

My sister got polio attack after having the second dose of polio vaccine when she was one year old. Now she is 37years.Her lower portion is very weak. Although she walks without aid, her left thigh muscle(TA4) is dead.Also, right ankle is stiff and right leg short by 1.5".She is 50 k.g,height 5ft. How can she strengthen her muscles which are weakened due to permanent paralytic polio? She was treated with electric 7 days after the attack.
