I have a small bump on my upper lip underneath the soft tissue. The bump is small and I can see my heartbeat in it. It is not hard at all but when I touch it with my tongue I can feel it. In the mornings it is not visible, but i know it is there. The thing that concerns me is that it has been there for about 4-5 weeks now. All in all there is no change in color of the tissue around it. Can you help?

So I would advise you the following: Arterigraphy of the lump is a must before you are taken for a surgery and this can be a major surgery.
