How To Treat Back Problems In A Child Leading To Difficulty In Moving Legs?

My daughter is 4 years old now and since she was born she has a lower back bone problem which I suspect was caused by a careless help during her birth as she developed a small spinal bend emerging outward and due to this she has no sensation during stool, urine and she cant voluntarily move her legs. Please advise and what should be the treatment.
