How To Treat Developing Hard Knots In The Right Ankle Causes After An Injury?

I broke my right ankle in 2012 .. since nov 2016 my ankle has formed a knot that is growing bigger and its hard. Hurts to walk and can only bend a certain way . Anyway three pain management drs say they can t do anything . The one pain management I saw back in 2013 gave me six lumbinjections and I called him for appt whith three month wait. Today he tells me he needs me to go to a foot ankle Orthopaedic and I even sent them the pics of my ankle and they can t see me and said I have to go to pain management again. I have been turned down three times from pain management drs. I m deaf and I have a cochlear implant . Why can t I be seen by a foot ankle dr if I have pics to prove there is something wrong?
