As per your explanation I understand here you have got shoulder
rotator cuff injury as well
cervical spine disc bulge at 2 disc level. Now here I would like to tell you rotator cuff injury is divided in few grades. Grade 1=here you will have minor strain on muscle and minimum damage on muscle fibre., grade 2=here there will be partial damage in rotator cuff muscle which can be up to 50-60%damage., grade 3=here there is more then 60%muscle fibre are damage may be complite cut also. Now let me tell you if you are in grade 1then no need of surgery just take physio treatment with hot and
cold pack use, if you are grade 2 then physio may or may not help still you can take a chance. And it will take time to recover also., grade 3 you should go for surgery or else chances of recovery on its own are very less.
Now for your cervical disc damage = here also it depends on % of damage given in
mri report. It can be mild, moderate, or severe. In mild cases
physiotherapy will help, In moderate cases physio treatment again may help or may not, in severe cases only surgery will help.
Here I have given you different views check your report properly and take steps. Take care.
