Hi,
Reddish rash on legs of a diabetic mean two important things.
1. An infection or cellulitis
2. Diabetic dermapathy.
yet, there are lots of causes and is difficult to confirm the diagnosis. Hence i would recommend you to take him to a dermatologist and get appropriate medicine, before it spreads to other areas.
All the best.
