Not necessarily, there are some hormonal defects e.g. like Hyperthyroidism, or benign tumor of adrenal glands. Other heart conditions e.g sinus tachycardia, or ventricular tachy cardia. Ingestion of stimulants like caffeine can cause tachycardia. Severe stress or anger can cause heart rate to go up.
