Infant. Continued Cough, Fever. No Help From Prescribed Inhaler. Prescribed Ascoril. Right Medication For Infant?

Hi, my son (13 months old) has cough from last 15 days and we have taken medicine from Pediatric doctor but it hasn't reduced. The doctor gave Cipla inhaler (pump) as prescription. We used it 2 days and he has now fever.
When i consulted another doctor, his reply was inhaler or pump should be used only for 2year & above children.
He has prescribed Ascoril to give 3ml 3 times a day. I'm little confused as Ascoril is used for Adults and is it goof for children of 13 month old. Please advice

and yu can also add montelucast chewable mouth dissolving tab 4 mg this is antiallergic and safe for all ges and can be contd long
