Infant Having Red And Enlarged Penis, Bruising In Pubic Bone, Chesty And Sick. What Caused This Condition?

My grandson is 9 weeks old, my daughter took him to the hospital saturday morning after noticing he was really chesty and sick, the baby's father was looking after him during friday night until early saturday morning, when my daughter took him to the hospital and stripped him off it was evident that his penis was red and enlarged size of a golf ball, he also had bruising in the pubic bone area, but a doctor said that this was no accident but done deliberately, we know this isn't the case, as soon as the baby relived himself the swelling went down and the bruising started to disappear, now the social services are involved and the baby won't be able to go home, I'm asking you if you know of any medical condition that could have caused this.
