Is ADHD A Neurological Disorder?

I m reading about ADD/ADHD and I keep seeing in the literature that ADD/ADHD is a mental disorder. I always understood that it was a neurological disorder, basically hard wired in your brain, not chemical like depression or other mental disorders..........so what is it?
