Is Anti Itch Ointment Harmful For Penile Skin?

I got a mosquito bite on my penis and immediately applied an anti-itch ointment. I am guessing it contains some kind of eucalyptus or tea-tree compound, as my penis now feels like it s in a freezer. My problem is that the cold sensation, is creating the feeling of needing to urinate, yet, when I try to go to the toilet, I can t. Is this normal, given what I have said above? Have I caused myself harm?
