Is Bleeding And Water Ruptured During Pregnancy Sign Of Labor?

Hi, I'm 38 weeks pregnant to day the other day i experienced a bleed which when i went to hospital they told i was 1 cm dilated, that was tuesday from yesterday afternoon i had a small amount of water in my underwear that smelt like bleached! I had a bath and then i started experiencing some mild pain which seemed like nothing... but has the evening processed they got worse but only by a bit and I had some very sharp ones too, I went to bed to be woken up at 5 am i didnt have any pain i went toilet come back and started experiencing pains again. Im getting them now from my right side and lower back, the whole of my belly feel tense like it cant relax. have my waters ruptured?? am i in slow labour??
