Is Frenuloplasty Recommended For Foreskin That Does Not Retract?

Few years back I had a cut in my frenulum while masturbation, i.e. frenulum breve. It healed pretty quickly. I still think i cannot pull the skin completely after that and the skin under the glands looks brittle. Is frenuloplasty recommended and are there any complications and what would be the cost?
