Seizure disorders in children may improve as children grow up. In some cases they may go on to lead seizure free lives.
However in some patients , in particular when there is a brain lesion they may be very difficult to control, even with permanent medication.
Now, of course, I do not know the details of the case, have seen no medical reports, no imaging or EEG tests, so it's hard to say how likely it is for your nephew to improve.
However judging from your story I am afraid that there must have been some
brain damage as the fact that he is delayed in reaching milestones indicate.
Due to that period of lack of
oxygen you mention (going blue) there may be some brain cells have been permanently damaged and may serve as a source of abnormal discharges seizures.
When there is such a structural lesion unfortunately seizures may persist and are difficult to control with treatment.
So it would seem unlikely for seizures to be permanently treated, although as I said before my answer should be taken with some reserve as I have no medical records at my disposal.
