Is it possible to induce savant syndrome into a person without having them undergo brain damage? Savant Syndrome basically disrupts the neural network of the brain. So, can we create a machine to disrupt the neural network without the risk of brain damage?

With present medical treatment, I do not think savant syndrome can be induced, may be in future, it might be possible, but it has its own ethical issues.
