Hi Rao,
Looking at the history, I would think of a neuropathy. In my experience I have never heard of pelvic nerve stretching due to age reasons.
The neuropathy could be due to diabetes mellitus or vit B12 deficiency. In this neuropathic condition, you can have pain, numbness and altered sensation due to nerve pathology.

You can take Vit B12 supplements initially in injectable form if possible. Later, you can take oral vitamin and mineral supplements.
You probably must be anemic also due to deficiency. Improve your nutrition.
I dont know about the exercise prescribed but try to protect your foot from any injuries and try walking as an exercise.
Any further queries, happy to help again.
