It really depends what YOU mean by poor circulation. The term is bandied about in a fairly laissez faire way by the general public.
People for example who get cold hands or feet in winter, suggest they have poor circulation,this is of course usually not the case. If this is what you are referring to it has no relationship to,nor is it a predictor of heart disease.
However if you take a smoker or a patient with a significantly raised cholesterol,these factors will affect the arteries throughout the body. They will indeed often have poor peripheral circulation and also are at high risk of heart disease as the pathophysiology is identical in both conditions.
