Is Scalp Skin Peeling A Bad Sign?

My dad is 73, very active, and in seemingly good health. Yesterday, I noticed a large skin peel on the top of his head. It wasn't dandruff. It was more like the skin that peels off after a blister has healed. I've never seen that before. Is this a bad sign?
