Is Shoulder Pain In An Orthopedically Handicapped Person Indicative Of Osteoarthritis?

Hi, My friend is orthopedically handicapped walking with caliper on right leg and both side elbow crutches. She has been using crutch from age 8 and is 41 now. Of late, she developed shoulder pain and consulted ortho. Xray was taken and was given the medications for a week (ref attached prescription). Wanted to have second opinion (proper & straightforward response/guidance) whether she is having (shoulder) osteoarthritis as seems to be.
