technically, it would still be safe if you were swimming for a short amount of time, and you knew it wouldn't fall out...
but you can't really be sure it's not going to fall out if it's only halfway in, and you don't know how long "too long" would be.
just take it out and put another one it. It will fit all the way it, you just can't be scared to make sure you get it up in there.
it won't get lost or anything i promise..
and the only time you feel them is if you don't have it in correctly, which is because most people don't put them in far enough.
