Is Weight Loss Program Safe In People With High Bp & Heart Rate?

hi i hhave a resting heart rate of between 95 and 110 bpm , Im 5' 9" and 18stone so i know im overweight , i am about to start a vigorous training program to reduce by bosy weight . should I go see my doctor before starting this , I have had episodes of high blood pressure in the past

the information you provided is not sufficient for a complete answer but I'll try to give you my best one. You haven't mentioned your age which is very important. The same applies for smoking.
Young individuals are much less likely to suffer from damaged arteries and heart disease. Your heart rate is kind of alarming. It is not normal to have that high values. You also mentioned high blood pressure. I believe that it would be potentially dangerous for you if you started before being checked by a doctor.
The high blood pressure, your weight and your heart rate are not good enough. If your age if higher than 30-35 and you smoke then I would discourage you from starting exercising without a thorough medical assessment.
