Large Brown Spots In Shin, Not Exposed To Sun Till 18 Years. Remedy?

My shins have developed large brown spots, straggly, in the past five or ten years. The right shin was first and the left shin never started developing them until about five years ago. I don't have them anywhere else. They are ugly and the reason I don't wear shorts in the summer. I don't even wear Bermudas. I had one doctor tell me it had something to do with my blood vessels. I had to take his word on that because I didn't know any different but it didn't make much sense to me.. I'm 70 years old and although I was exposed to the sun until the time I was about 18 (I grew up on a lake) I'm not sure sun would be the answer. I'm not sure where to even look on the internet for some kind of answer or who might know something about this.

The is the skin manifestation and it always need clinical examination, the skin lesion demands observation and that has to be done by dermatologist, so you need to see the skin specialist, have nice day.
