Judging by the grammar in your post I'm going to assume you're still pretty young. It's most likely new pubic hairs breaking through capped follicles. It's perfectly fine, and if you can't see any lice and you don't develop a rash, you'll be alright. Make sure to try and exfoliate to keep the hairs' path unobstructed.
