hello, welcome to hcm i being peadiatric ophthalmologist want to inform you that if your niece is having nystagmus since birth there might be some disease of eyes causing her decrease vision like cataract or refractive error. get her proper refraction done after dilating child with drops and then have refraction. if glasses comes then she has to wear it regularly. you have to notice whether she has any abnormal head posture when she sits and see something. get her proper evaluation done for cause of nystagmus. surgery is done only if she has some abnormal head posture. nystagmus can not be completely cured with surgery according to my knowledge. better you visit any pediatric ophthalmologist. take care and you can ask further questions
