With such sugar levels, yes, you do have diabetes. It is treated by diet changes and medication both combined. Dont worry, your sugar levels will be controlled, only that you will need to follow medications to control it, and later with effective diet control, you may be able to stop taking tablets/insulin, and control sugars with dietary changes only. take it positively, you will be fine.
