Recurring Sore Lump On Inner Thigh Near Scrotum. Hurts On Putting Pressure. Is It A Tumor?

I have a sore lump on my inner thigh, near my scrotum. This same lump has come and gone 3 times within the last year. It will appear one day; swell and shrink randomly from day to day, then eventually will go away. (has happened twice now). I had the lump for the second time for about a month and a half in the late summer. It went away right before I was going to go to the doctor, and had been gone for months. I thought it was gone for good, until a couple days ago I noticed it was back (very small). It has continued to swell over the past couple of days, and now is about 2 cm x 1 cm.
The area of the lump is close to skin color, but very slightly reddish/purple. The lump only hurts if there is pressure on it, so when I walk or whenever else it is pressed on. It does not hurt while it isn't being touched.
I am scared its a tumor...

Any thoughts would be appreciated
