Hi,
Welcome to HCM.
Be cool, it is not cancer.
With little history.. the lesion is only on dorsa of left hand, there is itching and that is increased after sun exposure...right? And you apply garlic..
It seems that you are having contact allergic dermatitis . The cause may be dust,water,sunrays,grass,pollution,cosmetics..etc
Never use garlic, the disease might worsen, garlic contains irritants.
Avoid sun exposure, avoid soap bath. You can use dettol liquid for bath.
If there is secondary infection, take a short course of antibiotics.
Anti histaminics will reduce itching. If there is severity , you take steroids in tappering dose.
You may consult dermatologist for firm dignosis.
I hope you got my answer.
Thanks.
