Should Progesterone Be Given For Pregnancy To Be Viable When Fetus Has No Cardiac Activity?

12/17 HCG level75
12/18 HCG Level 115; Prog 13.7 (told progesterone was normal. no need to do supplements )
1/13 HCG 35,105 (tv ultrasound showed gest sac, yolk sac, fetal pole measuring .43cm - no cardiac activity)
1/16 HCG 32158; Prog 7.8 (tv ultrasound showed gest sac, yolk sac, fetal pole measuring .47cm - no cardiac activity)
1/22 UNKNOWN HCG (tv ultrasound showed gest sac , yolk sac, fetal pole measuring .48sm - no cardiac activity...closed cervix and no bleeds on ultrasound)

Told pregnancy not viable. I thought the embryo/fetus needed to be over 5mm (US) or 6mm (UK) with no cardiac activity to call pregnancy not viable.
Should progesterone be given and a few more weeks to see if pregnancy could be viable? The HCG is lower, but not by a drastic amount.

as repeated scan show fetal pole with absent cardiac activity the chance that the pregnancy is viable is rare. If the fetal pole is measured then cardia activity has to be seen.
progesterone supplements will not help now as the fetus is not viable.
