Should The ER Be Visited For Swelling On The Foot?

Wondering if I should go to an ER or try to find a doctor to get a 2md opinion on my foot..I went to an urgent care on Monday morning.got xrays which came back negative. Doctor said it was planter fasciitis.. now still have swelling and cant put any weight on my foot. I am missing days of work and need to apply for disability if i am unable to work before I get too far behind..pain is worse than it was Sunday. .
