25% is an ideal weight medically speaking. The classic ideal of beauty is 25% fat also. Google "Venus of Urbino"....So, good news bad news, there's a real possibility you are just where you ought to be and not fixable.
Then, otherwise, can't help you. In general, the answer would be overall weight reduction to 20% and then a lot of abdominal
muscle tone exercises.

but don't know if that's bad in your case if the abdominal muscles aren't healed (generally 6 weeks, but varies). Gradually increasing the amount. But, personally, I have an
abdominal hernia and have to really watch what I do.
